Pamela A. Collins, Ed.D., C.F.E

Current Responsibilities
Dr. Pamela Collins is the Executive Director of the Justice and Safety Center, housed in the College of Justice and Safety at Eastern Kentucky University (EKU) in Richmond, Kentucky. She has also held the position of Acting Dean of Graduate School, Department Chairman of Loss Prevention and Safety and is a Professor of both undergraduate and graduate security studies. Currently she serves as the Principal Investigator on three key Department of Homeland Security Projects totaling approximately $25 million dollars in federal funds. She splits her time between EKU, Richmond KY and the FEMA Headquarters in Washington DC.

Dr. Collins has been instrumental in the development and implementation of the Justice and Safety Center beginning in 1998. When she first organized the center there were three federally funded projects totaling about $2 million dollars. Currently the JSC has grown in size from 3 projects and $2million dollars to a center that manages more than 70 federally and state and local programs and projects totaling more than $70 million dollars over the last 8 ½ years.

Educational Credentials
Dr. Collins holds a Bachelor of Science Degree in Security and Public Safety ,a Masters of Science Degree in Criminal Justice from Eastern Kentucky University and a Doctorate in Educational Policy Studies from the University of Kentucky. She is a Certified Fraud Examiner (C.F.E.).

Practical Experience
Prior to coming to EKU, she worked as an Industrial Security Specialist for General Electric, Aircraft Engine Business Group Division and as a Fire and Safety Engineer for Industrial Risk Insurers. She also worked as a consultant for Toyota motor manufacturing located in Georgetown Kentucky and worked with them for approximately a year setting up their security program. Professional Associations
Dr. Collins served for three years on the ASIS International Guidelines Commission and spearheaded the development of a Private Security Officer guideline which may evolve into a standard. Part of the early work on the Commission was going through the process of becoming a SDO which was granted in the second year of the Commission. She has also chaired various committees for ASIS International and the Academy of Criminal Justice Sciences, all relating to Security and Crime Prevention.

Presentations
Recently, Dr. Collins was invited to speak at an international conference in Bahrain on the topic of Critical Infrastructure. She will also be traveling to Dubai in April to make a series of presentations on Security and Public/Private Partnerships. Dr. Collins has also made a number of presentations at DHS and DOJ Sponsored conferences. Over the summer she spent time in Mongolia and made presentations to the National Police, Private Security and other business leaders regarding security in the United States and issues related to Homeland Security. As a result of that trip she was asked to put together a 3 month training program for senior security professionals who will travel to Kentucky in January to attend the program. She was also invited by the Director of Industrial Security for Saudi Aramco Oil to submit a proposal for a 9 month training program for senior security staff.

Publications
Dr. Collins has numerous publications relating to Security and Homeland Security/ Crime Prevention, Campus Security, Drug Testing, Physical Security, False Alarm Rates, Workplace Violence, as well as other issues relating to Security Policies and Procedures. She has published four texts: Women and Public and Private Law Enforcement, Principles of Security and Crime Prevention, Violence In the Workplace, and a new text to be published in the fall of 2007 entitled A Homeland Security Continuum.

Recent journal articles include two works on security surveillance and Dr. Collins serves on the editorial board for one of the premiere security journals published by Perpetuity Press. As part of that responsibility she frequently reviews articles and numerous books for the Security Management Magazine and has authored articles in the Crime Prevention Journal, Security Management, The Security Encyclopedia, and Access Control Trade Journal.

Dr. Collins has vast experience in the Security and Loss Prevention profession. She has provided expert testimony on the issues of physical and procedural security and has served as an independent security consultant or security expert to such organizations as: Toyota Motor Manufacturing, Georgetown, Kentucky; King Faisal Specialist Hospital in Riyadh, Saudi Arabia; Central Bank of Nigeria, Lagos Nigeria; Aramco Oil Services Company, Saudi Arabia and Houston TX; Risk and Security Management Professionals, Sweden; India Security and Safety Corporation, India; International University in Moscow, Russia; the National Institute of Justice; and numerous state and federal agencies.
